MOHRE

MOHRE is the UAE Ministry of Human Resources and Emiratisation, which regulates private-sector employment. It issues work permits and labour cards, registers contracts, runs the Wage Protection System, and enforces Emiratisation. It is the UAE counterpart to Saudi Arabia's Qiwa, while residence visas are handled separately by GDRFA or ICP.

For a jobseeker, MOHRE is where your work permit and contract live, separate from your residency. Your MOHRE skill-level classification also affects eligibility for things like the jobseeker visa and certain roles.
