Like Nitaqat in Saudi Arabia and Emiratisation in the UAE, Omanisation shapes which roles are open to expatriates and which are reserved for nationals. For a jobseeker it is useful context: a compliant, well-graded employer processes permits smoothly, while a struggling one may face restrictions that affect your hire. Quotas and tiers change and vary by sector, so verify current rules with the Ministry of Labour. How Gulf localisation shapes hiring: Qatar CV format guide.
Omanisation
Omanisation is Oman's workforce-localisation policy, run by the Ministry of Labour, requiring private employers to meet sector-specific quotas of Omani nationals, from around a third of staff in some sectors to most roles in others. From 2026 firms are graded into green, yellow, and red tiers that change their permit fees, and expatriate permits depend on meeting the quota.
